Paula Maria Village & City Line Apartments | Hampton & Newport News, VA

Project Partners

Overview of Project

The Paula Maria Village Senior apartment complex is located within the 100-year flood zone along Newmarket Creek in the City of Hampton at the Newport News/Hampton City Line. The complex has been evacuated multiple times due to flooding from Newmarket Creek. Recently there has been a redesign of the apartment complex’s units, however this hasn’t alleviated the flooding issues entirely. The study area also includes the adjacent property, City Line Apartments which is located in Newport News. This project brought together the City of Hampton and City of Newport News for the first time and they will be continuing to work together in the future on the Newmarket Creek Watershed Plan.

In Spring of 2026, Virginia Tech Landscape Architecture students were tasked with addressing these issues that the residents live with everyday. The goal of this project is to identify resilient design solutions that manage water and reduce risk throughout the study area.
